What is being proposed?

The Movement Strategy for Bath sets out a series of 15 strategic levers—actions we plan to take over the next decade to transform how people move around Bath. These levers are grouped under three key goals:

Goal: Create Great Quality Places

Lever 1: Safer traffic speeds across the city

We will introduce 20mph speed limits on specific roads in the city centre to improve safety and encourage walking, wheeling, and cycling.

  • Timeline: Short Term
  • Expected outcome: Fewer collisions, safer streets, and more active travel
  • Success measures: Traffic collision data, mode share data

Lever 2: Public realm improvements

We will enhance key public spaces such as Queen Square, Milsom Quarter, Parade Gardens, and the Bath Riverline. These upgrades will make Bath more attractive for residents and visitors.

  • Timeline: Short / Medium Term
  • Expected outcome: More vibrant public spaces, increased footfall, stronger local economy
  • Success measures: Visitor numbers, economic indicators, Community feedback

Lever 3: Residential street improvements

Delivery of a range of community-led measures to improve the safety and environment of residential streets and encourage more active travel.

  • Timeline: Phase 1 – Short Term; Phase 2 – Short / Medium Term
  • Expected outcome: More walking and cycling in residential areas
  • Success measures: Mode share data, Community feedback

Lever 4: Create better and greener places

We will integrate planting and greening into all street improvement schemes to enhance biodiversity and climate resilience.

  • Timeline: Short / Medium Term
  • Expected outcome: Greener streets, improved wellbeing, increased active travel
  • Success measures: Biodiversity indicators, Community feedback, mode share data

Goal: Improve Travel Choices

Lever 5: Bus priority on key corridors

We will design and deliver bus lanes and priority measures on major routes into the city, improving reliability and journey times.

  • Timeline: Medium / Long Term
  • Expected outcome: More people using buses, reduced congestion
  • Success measures: Bus patronage data, journey time data

Lever 6: Active Travel Masterplan

We will implement the Active Travel Masterplan, creating safer routes for walking, wheeling, and cycling across Bath.

  • Timeline: Medium / Long Term
  • Expected outcome: Increased active travel
  • Success measures: Mode share data

Goal: Reduce Vehicular Traffic Volumes

Lever 7: Making the most of our Interchanges

We will develop an Interchange Plan to improve Park & Ride sites and encourage mode shift at the city's edges.

  • Timeline: Long Term
  • Expected outcome: Fewer cars entering the city, more sustainable travel
  • Success measures: Bus and Park & Ride patronage, mode share data

Lever 8: Managing car parking more effectively

We will expand Resident Parking Zones (RPZs) and develop a Parking Strategy to reduce car dependency.

  • Timeline: Short / Medium Term
  • Expected outcome: More people choosing alternative modes
  • Success measures: Car park usage, journey time data

Lever 9: Coach Travel Strategy

We will create a Coach Strategy to support tourism and events like Bath Rugby and the Christmas Market.

  • Timeline: Short Term
  • Expected outcome: Better coach access, increased visitor numbers
  • Success measures: Visitor numbers

Lever 10: Signage and Information

We will improve signage and wayfinding to guide vehicles and promote walking and cycling.

  • Timeline: Short Term
  • Expected outcome: Reduced congestion, better network efficiency
  • Success measures: Journey time data, Engagement feedback

Lever 11: Freight management

We will develop a Freight Consolidation Strategy to reduce HGV traffic on unsuitable streets.

  • Timeline: Short Term
  • Expected outcome: Safer, quieter streets
  • Success measures: Journey time data

Lever 12: Clean Air Zone (CAZ) Future Vision

We will explore the next phase of Bath's Clean Air Zone, aiming to further reduce emissions.

  • Timeline: Short / Medium Term
  • Expected outcome: Improved air quality
  • Success measures: Air quality data

Lever 13: Workplace Parking Levy

We will investigate a levy on workplace parking to encourage sustainable commuting.

  • Timeline: Short / Medium Term
  • Expected outcome: Mode shift from car to public transport
  • Success measures: Mode share data, journey time data

Lever 14: Business and University travel plans

We will continue working with employers and universities to promote sustainable travel plans.

  • Timeline: Short / Medium Term
  • Expected outcome: Informed travel choices
  • Success measures: Mode share data, journey time data

Lever 15: School travel plans

We will support schools in delivering cleaner, greener travel options for pupils.

  • Timeline: Short / Medium Term
  • Expected outcome: Safer school journeys, reduced car use
